In order to understand current hurdles in the process of political integration of Gilgit- Baltistan in the state of Pakistan, this monograph takes a historical approach. The fundamental issues of G-B's integration, au- tonomy and its peoples' struggle for their political rights are explored and the role of the state and its efforts to address the core problem of integration and empowerment through administrative reforms is critically analyzed. The study argues that the negli- gent approach of the Pakistani state towards G-B and the imposition of presidential or- dinances with token amendments are not workable, and likely to fail in resolving the prevailing issues of self-governance and parlia- mentary representation. This monograph in its analysis of the dilemmas of political integration of G-B, also proposes the way forward.
