It is remarkable that despite the “clubby” nature of the civil service, there still remains a widespread recognition amongst not only analysts, popular leaders, and donors that there is a need for reform, but also within the services themselves. A survey conducted by the Pakistan Institute of Development Economics (PIDE) shows that 93% of respondents within the services share the belief that the performance of the civil services has deteriorated over the years, with 38% believing that the extent of deterioration is “extreme.” This illustrates that an overhaul reformation of the services is required, and that there is likely, in theory, support for such a reform. Additionally, it worryingly points out that, even as there is a need for reform for the service as it stands, there is also a downward trend in its workings.

 The present book compiles some of this research to give the readers a better understanding of the topic. The book is divided into five parts, covering areas ranging from why civil service reforms are needed, efficiency of the reforms introduced, reasons for their failure, to ways through which the civil service in Pakistan can be strengthened.
